Country Policy Development Support: Methodology Report

The Country Policy Development Support (CPDS) activity is central to the Agency’s role as an agent for policy change in inclusive education. CPDS is an individualised activity for all Agency member countries, which supports reflection on country policy development and implementation issues for inclusive education.
This report presents the CPDS activity background and methodology. It was developed throughout the CPDS piloting phase (2023–2024), which included collaborative work with three Agency member countries: Iceland, Lithuania and Malta.
The report describes the process of mapping countries’ inclusive education systems and developing standards to monitor countries’ progress towards meeting their individual goals for inclusive education.
