This background paper aims to provide a conceptual foundation, inspiration and working models on the topic of cross-sector collaboration for inclusion. The paper also presents conceptual models and implementation approaches that can be adapted to national and local contexts. It concludes with a set of key questions developed to prompt further reflection and dialogue among policy-makers and practitioners.
