This report sheds a light on a shocking issue that contravenes every aspect of human and child rights. All over the world, children with disabilities are suffering from sexual violence at the hands of perpetrators who operate with almost total impunity. The social exclusion of children with disabilities, together with their increased dependency, makes them especially vulnerable. Almost as shocking as the abuse itself is the fact that so little is known about it. It often goes unacknowledged, both by communities and by the state; is shrouded in taboos; and is rarely discussed or investigated.
